On the 3rd July 1817 Chief Constable Randall was ordered to find the crews of the Government boats and ask them to haul the boats out of the water and secure them for the night. Chief Constable Randall found the crew members intoxicated and incapable of carrying out these duties. He conveyed the orders to the crew but they refused to comply. One crew member Samuel Smith retaliated by inflicting a fatal blow to Chief Constable Randall’s head with an axe.
